It's just the process I know from having worked at Augenblick Studios for, like, 14 years. Which, in turn, is based on the process MTV Animation used for shows like Daria. I know a lot of productions nowadays don't even do a layout phase. But a lot of productions do a lot of things I find silly, like overly animated storyboards, etc. I like the thumbs > boards > layout > animation pipeline, where you figure out the big stuff up top, and then just continue polishing it over and over.
