He's pretty harmless but super handsy with Miho. I guess it's okay if Miho is all right with it, though he should know it's something you can't really do with idols. I think a lot of the Japanese fans kind of try to see how far they can push the boundaries with the girls, but Miho is so super nice to the fans that she has no boundaries in many cases. But, again, as long as Miho is okay with it, so am I. It's about her level of comfort and appreciation for the fans more than anything else.
I saw the twitter of the fan that I am guessing you were talking about. He was pretty handsy in the pictures I saw. Glad that Miho is okay in the end though.
