I think his time when he escaped Weapon X program naked with those tech gadgets attached to him could be a good take for a tickling scenario.
Didn't think on story yet, maybe it doesn't even need it, right? Everyone knows Wepaon X story hehe. Let's just say that the army did a lot of experiments with him to improve his resilience in case of he being kidnapped and tortured for information. One of them included trapping one of his wide, rough and wrinkly feet outside his test tube and tickled for hours by tiny robot brushes on his sole and between his thick toes, while a milking machine with electric brushes embedded on it ws attached to his dick.
Poor mutant, he probably gone feral and amnesiac after so many tickle experiments done to him. Of course he went crazy and destroyed the lab when he got the chance...
