___ corp always broadcast propaganda about how good it is to become a drone. eventually some "lucky" one will fall for it. (or, you just somehow found the collar on the road due to poor transportation :P)
I believe the drone training collar is to show possible drones what their future is. But, could this be used for recreational use by private investors? To have subjects experience the life of a drone without the corporate debt?
