Assuming every type of punishment can be operated concurrently, assuming a minimum of one active punishment per guest, and looking at how many people have ever lived, I wonder if it's already full. Maybe there's a 'No vacancies' sign somewhere, and those destined for level 6 just overflow into level 7 -- "bonus iron-handed thwacking for you, courtesy of The Management."
