The "flash indoctrination", as far as you told the story, seems to not just be implanting the Butcher's Nails. Force-feeding the new recruit the brain of a fallen World Eater would probably be the best way to convince them they are that person. The Omophagea does allow them to extract memories from the things they eat (somehow?), and that combined with the Butcher's Nails and a homemade version of the Ludovico Treatment (A Clockwork Orange) would probably do the job fairly consistently. In theory, at least. Hey, at least it beats the Daemonculaba as a recruitment tactic!
