Finding a way to satisfy all involved parties without compromising on the work, the experience and one's integrity is a unique challenge on top of those that are presented by the artwork itself.

While I respect the idea that the client has the last word (or first word ...) on restoration, I cannot (personally) agree with the decision. Going back further than the client, right to the artist (deceased certainly ...), I feel that a fuller restoration reaching towards the artistic ambition of the painting as a whole is better served by doing a more complete restoration. That aid (and off my chest ...) the owner has rights and of course those have to be respected.
