Well, women who are well into adulthood looking like a little girl is very common in anime. Heck, even in real life we have a few of those. Look up Shauna Rae if you're curious. She's well into her 20's and looks no older than 10. Also acts closer to someone who's 10... anyhow, in real life they tend to have a physical condition that prevents them from growing.
