I don't know, I checked who used the code so far and it shows me people were able to use it for their current tier towards the next month. I posted an image in the Community Chat but you should see a discount field at checkout before you select payment method. It's supposed to be able to be used on current memberships without upgrading but I'm not sure what it looks like to current members.
