To unlock this, first set the date on your system to taco tuesday. Then fight arcade mode with chun-li until facing Ryu without bending over or crouching once. Then let the fight with Ryu drag on until there are 10 seconds left, all without getting hit, and without outright defeating him. Lastly, allow Ryu to hit chun-li in the stomach once, and it will unlock this secret totally-real move by pressing "Quarter Circle forward, Quarter Circle Forward," and stepping on the nearest duck.
