I like the first option. Forgive my rough explanation: The dialogue creates a scene in my head and the second sentence explains it. If you swapped the two and have the dialogue come second, it feels like starting an open statement in the void and then the scenery follows with the dialogue. The connection between the explanation and the scene feels weaker in that case.

Oh it should be heaven realm level 9, not 10. In chapter 35 when hui enter heaven he was earth 9 and 9 has generally been the about the promote number in all previous chapters.

So, the main difference here seems to me to be framing. Leading with the direct speech centres the raw facts of the plot; there is a someone in Liu Jin's presence, he is being asked to go somewhere, it is to meet "a Lady" (someone of importance), etc. Leading with the narration centres Liu Jin's *response* to this- how he feels about it, how he's interpreting it in the context of everything that's going on, etc. There's also a character beat here- because he chooses to tell us "ah, here we fucking go" reaction before he's told us what he's reacting *to*, Liu Jin comes across as a highly introspective character, living in his own thoughts. We know that already, of course, but little subtle reinforcements like this are what make characters feel substantive. And of course it's already present in *what* he's saying, but the structural beat is more elegant. Now, my instinct would be to go for option 2, because my instinct is always character first, plot last. That said, Liu Jin's character *is* very well established at this point. It's also, just, weak generally? Especially with the immediate reversal in the follow up. Like, yes, *obviously* it's not a surprise- we've had, what, four? Five? Six? Chapters of build up to this and in every one of them the constant refrain has been, "Oh, this is going to end badly, oh, I should not be doing this." In literally the previous chapter he made it very explicit to Lu Mei that he knows exactly how this train is coming off the rails. It works on its own, as a rhetorical question, but you add that answer and it just comes off as inane.

If both sentences have to be in the text then the first one. If not then only the sentence: Disciple Qing, Lady Ling requires your presence.

Thanks for the chapter! It seemed longer than usual, probably because of the multiple scenes, and was nice to read. About the beginning, both sentences are chapter hooks, and if you want both of them I think dialogue takes priority, so the first one is better then the two (and the best one in my opinion). The second one feels odd. Otherwise you can remove one of them: Is it really any surprise that Lu Mei’s warning proves to be prophetic? Liu Jin wonders while he's being escorted to Lady Ling or “Disciple Qing, Lady Ling requires your presence.” It's not really any surprise that Lu Mei’s warning proves to be prophetic.

I'd choose the first option. And change the second sentence to a statement instead of a question.
