Yes, I think you are too far afield. This is most likely an SDH Optical Amplifier used in single-mode fiber which is used in the 1300 nm and 1500 nm bands (two low loss bands in single-mode fiber). I was in Telecom for 40 yrs. You'll have to find some optical transceivers that have the exact same connector and work in the two bands to play with it.
