they are, you just have to drill a new hole between every second pair of pre-drilled holes...

I wasn't really planning on this perpendicular mounting, the slot nuts would be blocking all the slots and prevent future modifications ... I could mount the rail directly on top of and in line with a slot instead or on another thicker plate for maximum rigidity

Hm, why not? Looks like you need to move rail a bit and every second hole will be over a slot.
