Yes I think that's what it is. Very cool in spite of poor efficiency!

If that isolator with the build in DC/DC converter is an Analog devices ADUM iCoupler then the efficiency of that DC/DC is about 30%. They take 60mA for doing nothing. I use them in current products. After all they are small.
